sbin and PATH

RHL (and some others) have /etc/profile.d where packages (and site 
admins) can plonk .sh and .csh fragments to be sourced in turn. Someone 
(not me) tried to get the Debian maintainer to do this, but he declined. 
I guess it's not the Debian Way.
