Has anyone considered including Hercules?

Probably not.

However, the ability to run OS/390 and zSeries operating systems on
their peecess way well appeal. The accompanying document should point
out that the vendor of OS/390, VSE, VM and successors would expect them
to have a licence, but that's a separate issue. Linux/390 is, of course,
possible and legal.
