No, there's is a big difference between a snap and a part.<br>

A snap is made of parts, but a part is not a whole snap.<br>
<br>
We want parts to be an independent concept (much like the new "layers"<br>
in charms) because they are points of collaboration between parties with<br>
a common interest, that still let those parties reuse those shared bits<br>
inside unique snaps.<br>
