is CONFIG_MEMCG mandatory for snappy?

I can see CONFIG_MEMCG is enabled in Snappy kernels:

Is it only mandatory for the classic shell (using lxc)? Or is it also
mandatory for normal Snappy behaviour?
What would break without this?
