Killing lp.net/snappy-ubuntu

My understanding is that snappy-ubuntu is purely vestigial now, deprecated
in favor of lp.net/snappy.  Though it still has all the current snappy bugs
and such.  Having two places is confusing.

I believe we can file a Launchpad Answers question to get an LP admin to
move data over and create a redirect.

If there aren't any objections to this, I'll do it.
