Something is wrong with your system. Did you ever clone the code and run
`sudo python3 setup.py install` (don't do that btw).
fwiw, I just created a clean lxc container and installed snapcraft there
sergiusens at lindon:~$ lxc launch images:ubuntu/vivid/amd64 snapcraft-vivid
[ add ppa, update, install ...]
sergiusens at lindon:~$ lxc exec snapcraft-vivid -- apt-cache policy snapcraft
snapcraft:
Installed: 1.0~vivid~ppa2
Candidate: 1.0~vivid~ppa2
Version table:
*** 1.0~vivid~ppa2 0
500 http://ppa.launchpad.net/snappy-dev/tools/ubuntu/ vivid/main
