Snapcraft.yaml permission and security policy

Just FYI, this command does work for me on 16.04 at the moment:

   sudo snappy install snappy-debug

Also I have no problem with find:

ubuntu at localhost:~$ snap find snappy-debug
Name                   Version Summary
snappy-debug.canonical 0.12    snappy-debug
