Docker is restricted for Iran

HiDocker is open source if I'm not crazy. But recently "hub.docker.com" is blocked for some countries, including Iran! and it makes me stop working with snapcraft, because I reinstalled snappy few days ago.

I want to know is there any way to install some apps, except docker? I mean any other repository to use apps like snapcraft or owncloud.
