Updates to store review tools

Hi,
Over the past couple of weeks we identified test gaps in the review tools when
the store performed automatic reviews. These gaps have been addressed in the
tools and the store is being updated accordingly. I reviewed all the existing
snaps in the store to make sure everything was ok, and a number of existing
snaps have some small packaging issues that will fail automated reviews if left
unfixed, so if you upload a snap and it fails review, it might be because of
these changes.
Not to worry-- the review tools feedback provided by the store is intended to be
descriptive enough so you know what to fix. For example,
lint_snappy_unknown
- unknown entries in package.yaml: 'maintainer' (maintainer obsoleted)

In related news, 'snappy build' is being updated to run the review tools
automatically so you can immediately see if there are any issues before uploading.
