Can't get ubuntu-core component to use new devel version 3

I should add that version 3 is installed, it's just never made active:
ubuntu at localhost:~$ sudo snappy versions -a
Part Tag Installed Available Fingerprint Active
ubuntu-core edge 2 3 f442b1d8d6db3f *
ubuntu-core edge 3 - d3fe721a35104a R
Also, I'm running on a Raspberry Pi 2 with no hardware clock. Is that
perhaps preventing the new component from being loaded/activated since the
date isn't set when the device boots?
