Snappy developer tools

Hi Nelson,

I'm on Vivid and when moving to the beta PPA I got the following error:

The following packages have been kept back:
  click click-dev gir1.2-click-0.4 libclick-0.4-0 linux-headers-generic
  linux-image-generic python3-click snappy-tools ubuntu-core-snappy
  ubuntu-device-flash

However, doing a "apt-get dist-upgrade" resolved the package issues for me.
