Comment to the bug report:

I also would need some system users/groups in Ubuntu Core:

User "avahi" and group "avahi" for an avahi-daemon snap (needed for CUPS 
and cups-browsed)

Group "lpadmin" for CUPS snap (Group "lp" and user "lp" are already there)
