snap ignores the proxy environment variables

Hi Jian,

The snap tool is just a client to the snapd daemon. Changing its
environment will not affect the running server.

We need to find a good way to update it easily. Meanwhile, you can find
tune the snapd.service configuration via a systemd configuration file.
