Auto-connection of slots/plugs for preinstalled snaps

We're not too far, and the feature itself is not a lot of work, but
probably takes a few more weeks as we churn through the pre-requirements.

This is related to the configuration story (depends on hooks whch is in
progress), new gadget specification, and new first-boot declarative
conventions.
