Build snaps in container

Hello!

We have a couple of dockerfiles in the playpen too:
https://github.com/ubuntu/snappy-playpen/tree/master/testing

We use them because we can't easily get xenial and lxd in travis, so we
can't use cleanbuild.

I wonder if we should get an official one.

One thing I notice from your dockerfile is that you are installing some
packages in addition to snapcraft. I think that could cause problems
because any packages required to build the snap should be specified as
build-packages in the snapcraft.yaml.
