  * Change display request support to not update the display state
    when added/removed requests cause no aggregate change
  * Emit a signal when the display state changes
  * Fix errant "Unknown signal from powerd" messages when running
    'powerd-cli listen'

  * Updates to display request API and corresponding tests.
