Well, I guess the best place would be libgettextpo. This kind of
expressions are Gettext specific so it makes sense that the library
knows about it directly instead of having to set it in every .po file.
In the mean time, we (the launchpad team) are publishing all information
we have about languages on https://translations.launchpad.net/+languages
including plural forms.
