This looks like a combination of a bug in Launchpad, and a bug in
Internet Explorer. Launchpad shouldn't be trying to make pages as wide
as that; you should report that as a bug in the "rosetta" product. But
even when a page is that wide, Internet Explorer should still put the
left column against the left edge of the page, not floating in the
middle.
