Is Swedish the only one in this situation, from what you can tell? If
so, can you try uploading the Debian file, to see what happens? I don't
know what could cause this. Carlos?

I'm not sure about this one. I guess that would be related to the UVF
and all of that, but maybe Kamion (cc'd) can tell us if he has plans of
any kind regarding this.
