Request: Kurdish locale / Ispell

Okay, so this reply was mainly a draft to decide whether I had something
to tell or not.  I hit the wrong key, so I have now no other choice.

During last months, I received very positive feedback from people like
Erdal who want to push their locales.  I tried to make their lives
easier, by making sure that belocs-locales-data can be installed on
any Debian derived system.  Eg. my locale-gen script recognizes the
--keep-existing flag from Ubuntu, even if it is useless there, so
that locale-gen from Ubuntu does not abort.

But language packs now have a versioned dependency on the locales
package, and thus belocs-locales-data can no more be installed on
Ubuntu without removing these langpacks.
Can you please do something about that?   Either support all locales
from belocs-locales-data or get back to unversioned dependencies,
any solution is fine by me.
