I didn't know about the POT-Creation-Date, so I was thinking we could
generate a POT with the common subset of strings that appear in 90% of
the PO files.... but Carlos' idea is much better, if we have an
indicator of which PO file has the most accurate template behind it.

The only risk would be someone that has cut down the PO file
dramatically. Say en_GB has the very latest POT-Creation-Date, and they
just ship two strings that they have improved (;-)) knowing that
everything else can safely fall back to en_US... but I suspect thats
highly unlikely.
