Which package to translate for menu entries?

Hi,

we tried to localize the menu entries in the "system" menu. All the 
strings were in the package "gnome-control-center", so we translated 
"gnome-control-center" into Kurdish. But the latest update in the 
language packs did not result in translated menu entries. Not even the 
word "system" has been translated. Is there something in Ubuntu that is 
different from the normal Gnome localizations?

Which package does one have to translate, and into which mo-file should 
it be compiled?
