Yes, as long as we add the first .pot file, next uploads can be done by
the owner of the potemplate (in this case, Oliver).

There is a way to see who did contributions to a pofile, there is no way
to know who introduced a particular translation. We have that
information in the database and our plan is show it in the UI soon.
