Locale location specifier for default locations

In the language selection list of the Rosetta preferences, it is
possible to select both languages and languages-with-locations.  This
ends up being a little strange since it is not clear which is the
"default location."  

For example, I can select both Swedish and Swedish(Sweden) and do
different translations for each... this is not really rational as Sweden
must be the default location for Swedish.  Whoever translates for
Swedish (without location specified) would necessarily be doing so
taking into account the language as spoken in Sweden, so the
Swedish(Sweden) option is redundant.
