Every translation is owned by a translator, when a translator uses
Rosetta is easier to assign the ownership of a translation to one
concrete person, with translations imported from a po file, the owner of
all translations that are new to Rosetta is the person at
"Last-Translator" field of the header.

A person is not anymore in the list of contributors when the .po file
does not have any translation active for that contributor. I implemented
it that way because it makes no sense to have a translator that added a
translation about 10 years ago as a contributor forever if it's not
being used anymore. If in the future the translation is needed again,
that person will appear again as a contributor.

Of course, we are open to any other ways to implement that feature if it
makes sense.
