Where has the Upload feature gone?

You're right, the link is only available for po template uploads.
I've asked Carlos to try to have a fix by Rosetta's next update, and it
seems it'll be in place.

For now, as I said, you can use urls like:
https://launchpad.net/products/cmfplone/+series/main/+pots/plone/cs/+upload
