We don't require an admin, we requiere a member of the team, only a
member of an Ubuntu Translation Team can use the po upload feature for
Ubuntu translations. We added some restrictions to Rosetta to prevent
that. The idea is that only those members should be able to change
translations and a .po upload is able to change translations.
