Moreover, since "de" is the fallback for "de_DE" anyway, it makes a lot
of sense to not touch the latter.

Rosetta should copy translations which are entered into the "xx_XX"
translation to the "xx" translation, if the latter is empty, and
likewise show the already translated "xx" text when you edit "xx_XX".
(Disclaimer: I dunno if it does any of the above already.)
