systemd (259.5-0ubuntu3.3) resolute; urgency=medium

  * d/systemd.postinst: move systemd-tmpfiles --create after debhelper.
    Otherwise, the debhelper-generated systemd-tmpfiles call will include
    var.conf, but not rsyslog's 00rsyslog.conf, and breaks rsyslog when
    the systemd package is upgraded. (LP: #2158686)
