  * d/gbp.conf: Create stable/2024.1 branch.
  * d/gbp.conf, .launchpad.yaml: Sync from cloud-archive-tools for
    caracal.
  * d/p/datetime-deprecations.patch: Refresh to use upstream accepted
    patch which avoids a runtime dependency on python3-oslo.utils
    (LP: #2088451).
