  * Revert using %z in tzdata.zi data form (LP: #2096974):
    - Enable link to link feature also for rearguard dataform
    - Use dataform rearguard for C++ std::chrono
    - Add chrono autopkgtest to test C++ std::chrono::tzdb parser
