Starting with kdump-tools 1:1.5.9-6, that package has taken
over the addition of crashkernel= parameter from kexec-tools.
- Add finalrd integration hook, to allow kexec with finalrd.

With LAOD_KEXEC set to true, a cold (non-kexec) reboot can be
initiated using /usr/sbin/coldreboot (Closes: #1016536)

argument. "stop" argument prepares the kernel for a kexec for a
subsequent reboot. So a restart is not meaningful for these
