I can't really comment about Michael's packaging,, since there is only one thing I can remember sponsoring for Michael, and that was the ports kernel, however that upload appeared to be ok, both in what he changed in the source package, and the resulting kernels, which did work on the hardware they were meant for.

He seems keen, though I have seen a few careless mistakes, not packaging related, but in general from time to time, which gives me the impression he tends to rush things, wanting to get them done as soon as possible. I am also concerned about the length of time between applying for, and receiving universe upload privelages, which to me, is far too short. I see core-dev as a *BIG* step up from universe, as you are working on packages that are used by possibly millions of users. One slight mistake may not be a big problem, but it could be enough of an annoyance if it affects all users of that package in some way or another.

So for me, its a +0. Michael is doing some great work, but I think time and experience is what is needed, and possibly trying to slow down and take time doing a packaging task, including code/package review.
