Yes. On November 11th the TB and MC are going to have a call about the
figuring out the specifics for the application process for "upload
permissions".

In the MOTU Council applications we received so far we could see that it
was harder for people who had a very narrow interest to demonstrate
their technical skills.

Let's consider the case where somebody is maintaining the package in the
true sense of the word: triaging all the bugs, linking them to upstream
bugs, have an overview of what's happening upstream, upload new upstream
releases as they fit into the current development release. Just looking
at the packaging diff is going to be very boring: probably a few patches
from upstream, but mostly just a small changelog entry. Still: this is
people we're looking for - they're doing important and fantastic work.

To me it will be important that applicants share their "package
maintenance story" and demonstrate that they're working with upstream
effectively and keep on top of things.

If their interest should grow (more packages) over time, I'm sure
they'll be able to apply for MOTU too.
