MOTU Application for Onkar Shinde (slytherin)

+1 from me as well. All of his Java package work I've seen has been
done on a professional level. Some of it (in particular,
xml-commons-external) was also adopted into Debian by the Debian Java
team, which serves as a further testament to his skills.
