MOTU Application for Scott Ritchie (again)

Dear Fellow Universe Developers :)

I know I don't have any vote on this, but I (in my old function as 
wine uploader) vote for Scott becoming a MOTU in no time.

He is doing a great job on the wine packages coming from WineHQ...and
he always adds the changes we made on his wine packages.

For the history: Sabdfl himself raised these days (I think it was still
2005 breezy time) that he wanted to have wine in our archives...he had
also some talks with Scott about it.
 
Scott was, please correct me, very busy with his studies these days
and didn't want to be involved in this Ubuntu thingy.

Now, after stepping down from my duties of being a MOTU (this is a
matter I'm willing to change again in the future) we can see that only a
couple of people are dealing with the wine package. Most of our MOTUs
or MOTU wannabes don't even know, that our wine packages are not
debians wine package (Kmos, no I will not consider a move to debians
packages).

Therefore I vote for Scott being our new official Ubuntu wine
maintainer. He knows the workflow of uploading packages (hopefully)
and he is a respectable member of the wine upstream.

My thumb is up for Scott Ritchie being a MOTU...and I would like to
see the same importance to this matter, as we did in former times
with people who were proposed by Sabdfl to become a MOTU in no time.
