MOTU Application for kirkland [Was Re: Universe Contributors application for Dustin Kirkland (kirkland)]

Why? It seems perfectly on topic and it's great to see people
discussion applications. There has been some questions brought up from
Dustin's application specifically related to packaging and
MOTU-related activities and while the tone stays constructive and
inquisitive I think it should stay in public. This is way more
interesting then a pile of "+1"s. Those of us who don't know Dustin
well get to see more about him, what he's done, and why we can trust
him as a MOTU.
