I generally agree with Emmet's post (and in fact often advocate people for 
UUC that I have not sponsored work for based on their community 
involvement).  I do want to pick at one point, however....

I believe that UUC was created to provide an option for people who wanted 
to become a member in advance of being technically prepared to apply for 
MOTU.  I do not think it should be seen as a pre-requisite (or even 
preferred path).  It's an option.
