MOTU team process

Hi folks

I just suggested that someone join the MOTU team, and realised that the
team is restricted. I think it would be better if we could let people
apply for membership in MOTU, then follow up with them, rather than just
blocking them at that point.

Any objections to making it a moderated team, rather than a restricted one?
