MOTU Council recommendation for Etienne

Dear MOTU Council,

I, Jeff Bailey, an Ubuntu Core-dev member, ask that you accept this as
my letter of recommendation to the MOTU Council for Etienne Goyer.  In
the interest of transparency: I currently work as the Manager of Global
Support Operations for Canonical, and Etienne as a Senior Ubuntu Systems
Support Analyst working in my department.  Among other things, he is
tasked with handling Canonical's commercial packaging needs. 

I have acted as a sponsor for a number of packages for Etienne.  These
include, bzr, bzrtools, bzr-gtk, bzr-pqm and olive.  I have also worked
with him to train him and answer packaging questions that have come up.
His questions have now reduced to only tricky and hard questions that I
would not expect most developers to know on their own.  What I
appreciate, however, is that he still asks the questions.  Despite
having a good base of knowledge from creating/updating and reviewing
these and other packages, he still knows to ask questions. 

Working with launchpad and other related tools is a core part of what we
do everyday.  I have no questions about his skills with these.

I feel that Etienne has reached a skill level where I trust that when he
says a package is ready to upload that it is.  As such, I ask that the
MOTU council approve his request for membership in the ubuntu-dev team.
