actually that was a concern when we tried to setup our initial voting policy 
as can be seen at [1]. Nonetheless, we didn't follow that particular policy 
for the applications up to date, as we strived to get unanimous opinion. 

However this has caused some delays up to now, and we're discussing to forward 
applications to TB with no thread activity for some time right now (via PM so 
I can't point you to any archives). There are actually more applications on 
the list (I'm right now preparing a reminder mail) which do fall under the 
catagory that a negitive/positive outcome wouldn't be possible any more, 
however I'm still waiting to hear from other MC members about their opinion 
for when a decision should be finalized.

In this particular case, I assumed that no activity on the thread for three 
weeks from Gauvain should have been enough to come to a decision. I'm sorry 
if this assumption was done in a premature way and if I stepped on someone's 
toe.

However I forwarded this mail mainly because the initial application was 
outstanding for a very long time now.

As can be seen in the threads, this was definitely not an easy decision. Thus 
I welcome your doubts. However my opinion about this is that it would be more 
suitable to have (a quorum of) TB look over the application then, instead of 
trying to get unanimous decision from MC. Otherwise I guess MC would be 
rendered inactive if for example one member would go on holidays. Again, I 
hope I'm not stepping on someone's toe here, as this is merely *my* opinion.
