[ANNOUNCE] Mir 0.21.0

Mir 0.21.0 is now released, and is in xenial too:

This release is mostly about bug fixes and not breaking ABIs leading up 
to Ubuntu 16.04.

Possibly one of the more interesting developments is the improved mouse 
precision (bug 1539009), which makes Unity8 desktop feel a bit better 
than it used to.
