[ANNOUNCE] Mir 0.16.0

Mir 0.16.0 is released and hit wily last Friday:

Unfortunately at the same time, Mesa was updated to 11.0 so Mir no 
longer builds on wily (bug 1499134). To get a fix for that you need to 
get the latest pre-release code from lp:mir or:
