Cloud-init failes to load preeseed data from MAAS server on deploy

On deploy, cloud-init fails to load the preseed or any cloud-init
files. These same files load correctly on the same machine while doing
the commissioning. The commissioning gives me a full set of logs. Where
do I look to find why it doesn't work on the deploy?

Running MAAS on 16.04.3 LTS with maas 2.3.0-6434-gd354690-snap.
