Hi Dustin,
I think more appropriate way is to tell your local mirror URL to MAAS.
Something like:
$ maas MAAS_PROFILE package-repository update \
main_archive url='http://YOUR_LOCAL_MIRROR/PATH/TO/ubuntu'
