The IPMI issues could be related to the BMC software itself. What could be
happening is that the BMC takes too long to tell MAAS "I'm on", hence MAAS
will think it is unable to power provided that MAAS made various attempts
and it failed to get any satisfactory response from the BMC. That said, to
work around a few older and buggier BMC's we've made yet a longer wait time
before we determine if the power action of MAAS was successful. This is in
[1], as Mike previously pointed out..

This could be related to the above (e.g. MAAS powers on the node, MAAS
tries to query the BMC to check for status, but it cannot get an answer
from the BMC (or the answer that it gets from the BMC is that it is OFF),
hence MAAS marks the machine as failed deployment). This would be addressed
by [1] as well.

That said, without having proper logs for us to investigate we cannot
really know for sure what the problem is. As such, If you can attach the
following logs to the bug report you will file:

1. Console log of the machine if you have it.
2. /var/log/maas/*.log
3. /var/log/maas/rsyslog/<machine>/<date>/*
4. Event log for the machine
