Dell IPMI power problems

I have 2 separate issues here.
1. Nodes without DRAC card will not power cycle properly so cannot even
commission.
2. Node with DRAC will commission, but cannot Deploy because it times out
before BIOS boot completes.
For item 1. Does Wake on Lan need to be enabled?
For item 2. The BIOS boot is around 4 minutes, I haven't timed it. When I
select deploy, it powers up the node and it start the BIOS boot process but
MaaS times out before PXE boot can occur.
