Dell IPMI power problems

I have 5 Dell 2950 PowerEdge servers only 1 of the servers has a DRAC, the
rest just rely on BMC.

I can successfully PXE boot the servers from the MaaS controller and when
completed it powers down the node and I can see the nodes in the MaaS nodes
page. When I page over to the node, I see that the IPMI setting are filled
in except for the MAC address. However when I try to commission the node it
fails with a power fault condition and I cannot power up the nodes with
MaaS, however MaaS DOES detect if I power up the node manually. I've tried
IPMI 1.5 and 2.0.

I also tried to configure the power setting to "Manual" but on a subsequent
boot, MaaS overwrites the power settings, and then it reverts to the
previously described behavior.

I got a somewhat different behavior with the Server WITH the DRAC module.
In that case The IPMI settings were not set and I had to set them by hand,
but once set, I was able to commission the node, but it would fail on
deploy with a timeout. In this instance it seems like MaaS just wasn't
waiting long enough for the server to go through its lengthy BIOS boot.

I'm running the 16.04 distro.
