Cloud-init fails to load configuration data for deploy

I have maas 2.3.0 installed from snap 1315.  The phyical machine
commissions just fine, but fails on the deploy.  I have the cloud-
init.log in http://paste.ubuntu.com/26120195/, the cloud-init-
output.log in http://paste.ubuntu.com/26120201/, and the syslog from
the failed deploy machine in http://paste.ubuntu.com/26120236/.

It fails with the following lines:

2017-12-05 14:53:18,748 - util.py[WARNING]: Failed fetching metadata
from url http://10.20.8.2:5240/MAAS/metadata/curtin
2017-12-05 14:53:18,755 - util.py[WARNING]: No instance datasource
found! Likely bad things to come!


Is there something that I have missed in my maas configuration to cause
this? I have never had this problem with earlier version of maas.
