Intermittent windows deploy issue with cloudbase-init 401 error

Hi,

I am having intermittent issue in deploying windows.
cloudbase-init reporeted HTTP 401 unauthorized error.

I think I am hitting this bug

To fix the bug, a fix was proposed here
https://review.openstack.org/#/c/158889/3

The fix (158889) was rejected as fixed in other patch (though other patch
was not mentioned).

Looking up cloudbase-init source code here
https://github.com/openstack/cloudbase-init/blob/master/cloudbaseinit/metadata/services/maasservice.py
did not seem to contain the fix.

Any clue? Any suggestion? would be greatly appreciated.
